Hi,

 I would like to make the Manage Users in Authorization Store available to our call center staff (domain users) so they can reset FBA user passwords.  It seems like they can only access this page (and see it under site settings) when I make them site collection administrators.  Is there a way to just give them access to that page?

You must be a Site Collection Administrator to access the Manage Users in Authorization Store page. We will be looking into modifying the permission requirements for this page in future versions.
